Role:
Our client the DfT (Department for Transport) are working on the East West Rail  Scheme and seek a Programme Controls Manager for their Western Section projects.
Responsibilities:
Management and delivery of plans to ensure all necessary preparation and execution of tasks and dependencies are included.
Ongoing management of plans to achieve the delivery goals.
Work with key stakeholders to manage the deployment of all aspects of the project assigned to identify and mitigate potential risks for delivery of products.
 Ensuring that design, delivery, technical build, testing and MI requirements are managed and delivered to date and time.
Supporting the team and Programme Director
Completion of detailed plan for the medium term including MSP; resources; costs completion of the detailed design phase to time and quality.
Working with the Design team to secure stakeholder sign-off at all stages.
Development of stakeholder relationship with suppliers; including preparation of joint plans; proposals and any design and build documentation.
Completion of the high level plan through to Go Live and BAU handover.

Candidate:

You will have at least 5 years' of Senior Programme Controls experience coming from a rail or major infrastructure background and experience of holding roles in fast-paced and complex environments during the setup of a new organisations.
Bachelor’s degree in Engineering, Business or Construction Management.
A leader, able to drive innovation and change.
Experienced in the delivery of major infrastructure projects with particular emphasis on the management of suppliers and stakeholders, governance and risk control frameworks.
Understands development and implementation of Programme Controls standards, processes and systems
Expert of programme controls functions including scheduling, cost, risk, reporting and change control.
Working knowledge of key software and tools, such as Primavera P6, critical-path analysis, earned value analysis, and Monte Carlo analysis.
Technical expertise in engineering procurement construction delivery.

As per the amended intermediaries’ legislation (IR35); this assignment is deemed to be a Public Sector off Payroll Assignment inside IR35 for Tax and NI.
This assignment therefore can only be offered via a tax compliant Umbrella Company
