Bridge Inspector

Fantastic Staff opportunity for a Bridge Inspector to work on Portsmouth’s highways network; Salary to £32,500 pa + excellent benefits package

The Role:
Bridge Inspector responsible for the inspection of structures and works on or near structures such as NRSWA related utility works - attending General, Principal and Special inspections including maintenance and enhancements works carried out by Service Company.
Commission Special inspections following flooding, bridge impact, element conditions/defects and to support accruals and de-accruals of Project Network; witness/attend special inspections and provide report to Senior Managers; inspect Statutory Undertaker reinstatements. 
Maintain Structures records including up to date condition, load carrying capacity; monitor abnormal vehicle movements. 
Ensure the Service Co. carry out a programme of inspections to validate annual Network Condition surveys; gather evidence of defects, deterioration, maintenance (eg: patching) on:
·Structures, and other assets as directed;
·Carriageways
·Street lighting
·Traffic Signals & signs
·Footways including kerbs, alleyways
·Street furniture
·Drainage
·Landscaping & grassed areas, embankments & cuttings
Ensure the Service Co. carry out inspections to monitor Life Cycle Replacement works programme and Operations and Maintenance works; Inspections defined by Performance Manager to review Service Company's delivery performance.
Collate and review weekly inspection performance and evidence gathering using an automate performance reporting system. Attend weekly service performance review meeting and propose service points award.
Support a programme of inspections to monitor Asset Register inventory and condition accuracy, as directed. Provide weekly updates to senior management. 
Support the review and management of annual Winter Maintenance plan; assess emergency readiness, capacity and capability; report on any planning and operational weakness. 

The Candidate:
Minimum HNC/D qualification in engineering or equivalent.
Experience undertaking inspections and managing routine maintenance and works activities on highways structures.
Qualified as a Highway Inspector through a recognised accredited body (Institute of Highway Engineers, Lantra, City & Guilds) or equivalent highway inspection work experience with specialist bridge inspection experience. 
Ideally NRSWA qualified.
Ideally H&S qualified (CSCS accreditation or equivalent)
Awareness of relevant legislation, regulatory framework for the highways sector and knowledge of highway standards are essential.
Familiar with the Highways Agency's Guidance (Design Manual for Roads and Bridges)
Experience of writing reports.
A good understanding of all stages of highways design and construction including relevant acts/legislation.
Good knowledge and understanding of highways contracts, particularly ICE 6th Edition
Experience of holding contractors to account and applying appropriate sanctions where relevant to ensure the service delivery is delivered as per the contract and Highways Standards.
