The Role:
Commercial Manager (Interim) to lead the client’s commercial team on an Interim base on a major new contract award. Project is to electrify a 40-mile train route as part of The Great Western Mainline upgrade.
The contract award follows successful collaboration with Network Rail during the four-month Early Contractor Involvement (ECI) phase to achieve an agreed level of scope, programme and cost. 
Our client will be responsible for the remainder of the electrification on the Great Western Mainline route section 6P, 8 and 9 between Cardiff and Bristol Parkway and will utilise the latest technology and innovations in design, construction and rail plant to drive efficiencies and improve safety. 
Main works are scheduled to commence this month with completion expected towards the end of 2018. During peak construction, the project will provide employment for over 300 people.

Duties will include:
The preparation and implementation of a project specific commercial strategy to ensure robust Cost Management and challenge of any Project Monthly Reporting variances to achieve tendered commercial performance or better with no surprises.
Ensuring robust Cost Control & Budget Management through the implementation of commercial review processes in accordance with the GMCE's and Commercial Manual monitored via commercial dashboards and take any corrective actions required.
Undertaking the review and challenge the “First Principle” detailed Forecast Cost to Completion and ensure it is underpinned by a fully resourced programme in accordance with GMCE requirements.
Undertake the review and challenge applications and verifiable cash flow forecasts to ensure maximisation of cash position.
Pro-actively review and challenge of Change Management and Claims change control outcomes whilst establishing and maintaining a collaborative culture with the client to achieve maximum trading position.
Ensuring commercial risks are pro-actively identified, accurately and auditable quantified, are managed, mitigated and where possible eliminated on an ongoing basis in support of Risk Management implemented by the delivery team via a Project/Contract risk register.
Provision of expert Commercial Advice to commercial and project teams highlighting commercial best practice and regularly update Senior Management on Project/Contract contractual issues.

The Candidate: 
You will be a Professional Commercial Manager with extensive experience gained in the Civil Engineering And/Or Rail Sectors. 
You will have full membership of a recognised Professional Institute (i.e. RICS or CICES)
You will have a detailed understanding of Contract Law and Insurances together with detailed knowledge and understanding of sub-contracting principles.
