The Role:
In an excellent opportunity to work in a stunning work location and UNESCO World Heritage Site, the Department for Environment and Rural Affairs (DEFRA) are looking for a Estates and FM Senior Procurement Manager to join their team based at Kew Gardens in Richmond.

Duties will involve:
Provide general advice and early procurement engagement on new tenders.
Embed procurement policy and processes.
Create buy-in, build credibility and attend stakeholder forums to get a better understanding of business requirements.
Develop Procurement strategies though spend analysis, market research, developing specifications, drafting tender documentation.
Conduct Tenders exercises, including OJEU from publication of the opportunity through to providing contract management guidance to the Intelligent Client Function.
Negotiate, where appropriate. with suppliers and subcontractors, the T&C’s, rates and service provide to meet the quality standards.
Set up contracts and establish SLAs, KPIs and monitoring & reporting tools.

The Candidate:
MCIPS qualifications (or working towards) is desirable.
Procurement professional with 5 years+ experience in the FM category.
Proven experience of devising and developing procurement strategies.
Working knowledge of all the available public Sector frameworks and consortia purchasing arrangements for FM and construction.
Strong negotiation skills and proven experience of tendering and contracting practices.
Good level of numeracy with experience in cost analysis.
Experience of working with an organisation through change management.
BPSS clearance.
