Highways Manager; 6mth Interim Management Role; Oakham (LE15 6HP); Rate £Neg

Our client is seeking to appoint a Highways Manager in an Interim management role to carry out the Council’s duty to maintain the public highway including carriageways, footways, public rights of way, trees, signing and lining, street lighting, structures, and drainage.
To monitor and control the revenue and capital budgets associated with the Highways Section.
To manage the performance of Highways Section and associated Contractors in delivering the targets of the Local Transport Plan, Highway Policy and other aims and objectives of the Council.
Additional duties to include:
You will be responsible for all staff management, discipline and appraisals within the Highways Section.
The development of the Transport Asset Management plan by producing asset inventories, condition surveys, lifecycle plans and determining maintenance standards for all highway assets.
The preparation of Cabinet and Scrutiny reports and attendance at meetings with the public, Parish Councils and Parish Meetings, and others of a similar nature as may be required in connection with highway issues.
Provision of support on the delivery of major projects including development of the highway capital programme to ensure all works are designed and constructed on time and within budget.
The maximisation of Section 38, S278 (Highways Act 1980) and Section106 (Town and County Planning Act 1990) Agreements for new works or improvements to the highway network within the County through negotiations with developers.
The management of the highway term maintenance contract and lead on the procurement and delivery of capital projects.
To administer Authority functions as Lead Flood Authority and Sustainable Urban Drainage (SUDS) Approving Body (SAB).
Undertake road safety audits on schemes designed by others, including Section 38 and 278 (Highways Act 1980) works.
You will be an experienced Senior Highways Engineer/Manager with experience gained at a senior managerial level position within an organisation ideally a local Authority delivering highway services. You will have professional and technical ability in the field of highway design and maintenance and a good understanding of the various forms of contract.
Experience of managing Section 38, 278 and 106 agreements is essential as is experience of undertaking the CDM Coordinator role.
You will be educated to HND/Degree level in relevant discipline and ideally be a Member of relevant professional Institution (e.g. Institution of Highways and Transportation).
