The Role:
The Portsmouth Highways PFI contract is a "pathfinder" contract, that is, it is the first of its kind for delivering highway maintenance in the country so partnership working, challenging conventional wisdom, implementing continuous improvement and consensus decision making require an individual who can create and initiate best practice.Responsible for ensuring that the public sector achieves both value for money and a satisfactory performance of the PFI specification from its investment through effective contract management
It will be your responsibility to implement processes and systems and build the culture of continuous improvement both internally within the contract management team and externally with the contractor.
You will develop an effective strategy to scrutinise the performance of the Service Company to ensure the Council achieves value for money from its investment.
You will be responsible for translating the contract management strategy into day to day operations effectively managing the Highways PFI Contract, including the overall workload, staffing and financial resources to deliver co-ordinated planned schemes that support PCC key polices and strategies and put in place the necessary systems and processes.
You will be expected to develop the long term strategy for effective handover of the Project Network; implement active steps to monitor on-going asset condition to achieve effective handover.
You will be required to promote and represent the council in working with its partners to deliver the City’s Highways Maintenance and Infrastructure agenda. This includes the Service Company, its Lenders, the Department for Transport (DfT) and HM Treasury.

The Candidate:
Educated to degree level or equivalent with significant experience in managing Private Finance Initiative (PFI) and strategic highways service based contracts with a value of over £20m pa.
Chartered Engineer with Membership of one the following: Institution of Civil Engineers; Institution of Structural Engineers; Chartered Institution of Highway and Transportation Engineers or equivalent.
Ideally Project Management trained in Prince 2 or equivalent.
A thorough knowledge of Standardisation of PF2 Contracts (SoPC ), ICE and NEC forms of contract.
Awareness of relevant legislation, regulatory framework for the highways sector and knowledge of highway standards are desirable.
Experience of leading successful commercial negotiations, holding contractors to account and applying appropriate sanctions where relevant to ensure effective performance management of service delivery.
Proven leadership qualities, success in effective team building, translating strategic objectives into operational plans, effective communications, introducing performance management and generating a high-performing culture.
Experience in interpreting complex commercial, legal and technical contracts into an effective contract management strategy for achieving best value for money in the delivery of services.
Experience of reviewing delivery performance, carrying out research and preparing reports.
Experience in administering outcome and output based specification contracts and service payment/reward mechanisms.
A thorough understanding of the risk/reward principles, financing regime, legal framework and performance management associated with Private Finance Initiative contracts.
Proven success of working within strict budgetary controls, including the analysis and interpretation of financial information.
