The Role:
Principal Engineer -Development Control to work in clients Transport Strategy and Development Group responsible for assisting and supporting the strategic development and operational delivery of a range of specialist subjects and professional disciplines. 
Duties will include developing Transport Strategy and Development Control and managing staff in delivering the clients Transportation Strategy and Policy function and to assist in maximizing the funding available to the Service Area and other parts of the Council. 

Duties:
You will be responsible for providing professional technical and management support in Transport Strategy and Development Control in accordance with Statutory legislation, best professional practice and in line with the clients Vision Statement and overall Policy objectives.

Additional Responsibilities may include:  
Assisting the Group Manager in the managerial direction of the group working across a range of different activities and making decisions to ensure that the Service objectives are met and that accelerated and sustained improvements in service delivery are achieved. 
Assist and contribute to the development of important Highways policies/strategies. Make recommendations and decisions within reports/briefing notes to guide and inform Cabinet, Scrutiny Committees and Lead Members on such matters 
Monitor the capital and revenue budgets for which the post holder is responsible, and make recommendations for budget savings options that would affect those budgets. 
Contribute to the corporate management of the Council by participating in Council-wide developments and initiatives in pursuit of Council aims and objectives.

The Candidate:
You will be a Senior/Principal Engineer with knowledge in Transport Policy and Development Control with ability to utilise own research and develop ideas to respond to complex problems and situations.
You will have Broad knowledge and understanding of relevant legislation including the Highways Act, Traffic Management Act, Cleaner Neighbourhood Act, Public Health, Flood and Surface Water Management Acts.
Detailed technical knowledge of general Highways and Civil Engineering Principles, design contracts and specifications.
Knowledge and experience in London specific, Highway related policies, transportation strategy, traffic modelling, engineering design, external funding mechanisms and related legislation.
Knowledge and understanding of the Council’s Standing Orders and of local Government Legislation, Codes of Practice etc.
In depth knowledge of Health and Safety legislation and Construction Design and Management regulations.
Ability to write technical and committee reports. 
Knowledge and experience of CAD and Highways Management systems.
