The Role:
Wilde Recruitment are working alongside Manchester City Council in order to recruit an ICT Project Manager to work initially for a 6 month+ contract based in the City Centre. This role does fall inside IR35 regulations and so an Umbrella service will have to be used.
The overall aim of the ICT Service is to manage the network, computers and systems that support internal and external Council services. ICT also provide strategic direction for technology development and ICT Project Management.  
The ICT Service supports over 9000 users of PCs, laptops and Wyse Citrix terminals across the Manchester City Council network and remotely. 
The role holder will develop, manage and successfully deliver complex, high value-projects and initiatives, taking direct responsibility for the successful delivery of all elements to agreed levels of time, budget and quality.

Duties will include:
Manage, deploy and co-ordinate resources effectively, ensuring that project / initiative necessities are fully identified, including staffing, financial and ICT requirements. 
Provide strong leadership to project resources, framework partners and consultants, defining work, ensuring deadlines are understood and adhered to and that project objectives are clearly articulated and understood. 
Pro actively utilise business management tools and solutions to effectively manage resources and individual project budgets and expenditure forecasts ensuring delivery of the project to an agreed budget and providing updates on a regular basis.  Effectively manage project risk through effective analysis, mitigation and contingency planning.  

The Candidate:
Ideally you will be a PRINCE 2 practitioner or equivalent and MSP practitioner.
You will have previous experience as a Business Analyst. 
You will have previous experience of line management and developing a project delivery team.
You will have excellent communication skills - both written and oral.
You will have experience of delivering projects via third parties.
