Excellent Staff opportunity for a Senior Quantity Surveyor with a background in civil engineering and in particular highways maintenance, delivering to Portsmouth’s Highways PFI Contract Management Team; Salary to £45,000 pa + benefits package

The Role:
Reporting to the Commercial Manager you will provide professional quantity surveying and commercial acumen to the team and assist with managing the Service Provider and their Sub-Contractor, to provide best financial outcomes for the Council.  
Review and negotiate with the service provider to regularly update the contract Schedule of Rates. Benchmark the Schedule of Rates against current market rates where appropriate.                             
Expand the scope to incorporate various rogue items into the re-negotiated Schedule of Rates.
Responsible for accurately taking off quantities, preparing BOQ's, estimates and specifications to enable the service provider to submit precise quotations for all types of highway and structures projects.
Assist Engineers with the measurement of construction work on site and provide reasoned recommendations for interim and final account payments.
Prepare estimates for commuted sums due from developers for works adopted into the highway network.
Agree change event figures with the service provider when capital improvement works on the highway network have been completed.
Update and maintain database of projects, change events and adoptions where applicable to the maintained highway network.

The Candidate:
A degree or diploma in Quantity surveying.
RICS or ICES qualified.
10 years' experience of taking a lead role on civil engineering highway maintenance projects.
Excellent contract financial management skills.
A good understanding of all stages of civil engineering design and construction including relevant acts/legislation.
Substantial knowledge & understanding of civil engineering contracts, particularly ICE 6th and 7th Edition and the NEC 3 suite of contracts.
Thorough understanding of Methods of Measurement particularly in relation to the MMHW. 
An ability to work well as part of a team and on your own initiative.
A good working knowledge of Microsoft Office packages including Excel and Word.
Excellent communication skills, both verbal and written.
